Examples of complaints

You may file a complaint with the Québec Ombudsman if you believe you have been improperly treated by a Québec government ministry or agency.  You may also file a complaint if you are not satisfied with the services to which you believe you are entitled or if you believe that an authority within the health and social services network has not respected your rights as a user of its services. In the health and social services sector, the Québec Ombudsman intervenes only as a second recourse.

Examples of Situations Justifying a Complaint

  • You suffered an occupational injury and you believe that Commission de la santé et de la sécurité du travail is not paying you the benefits you are entitled to.
  • You are having difficulty renewing your health insurance card.
  • Your bid for a Ministère des Transports highway maintenance contract was unsuccessful, and you believe that the contract was awarded unfairly or that there were irregularities in the process.
  • Revenu Québec is slow in processing your income tax return and issuing your refund.
  • You did not receive the birth certificate you requested from the Registrar of Civil Status.
  • You would like to sponsor an immigrant who wants to come to Québec, but the ministère de l'Immigration et des Communautés culturelles has rejected your application.
  • You are incarcerated in a provincial detention center and do not have access to the healthcare you require.
  • Ministère du Développement durable, de l’Environnement et des Parcs fails to take action against a polluter in your neighborhood.
  • You disagree with Société de l'assurance automobile du Québec as to the amount of compensation you have been awarded.
  • You notice that staff is excessively casual or somewhat negligent in providing for the personal hygiene of a family member at the long-term care facility where he lives.
  • After a stay in the hospital, you receive a bill for the cost of a semi-private room, but you do not remember asking for such a room.
  • Your son, who has mental health problems, is expelled without warning from the community organization he attends.
  • The homemaker services you receive through your local CLSC are withdrawn without warning or explanation, and the CLSC suggests you contact a community organization for help.
