Act respecting the Centre de services administratifs: The Protector requests more information

 

Québec City, April 14, 2005 – At the Public Finance Committee’s special consultations on Bill 85, an Act respecting the Centre de services administratifs, Protector Pauline Champoux-Lesage stressed the importance of further defining the scope of this new entity’s mandate.

Stemming from the government’s Modernization Plan 2004–2007, the creation of Centre de services administratifs is presented as a tool that “… will enable Québec to lower its costs by means of economies of scale and the standardization of its ways of doing business.” The Protector feels it is hard to judge this bill’s scope and range because of its overly general wording and impreciseness. 

For example, Bill 85 does not list the objectives that implementation of the Center is meant to pursue. Out of a commitment to transparency for the public and individuals affected by the bill, these objectives should be outlined more explicitly.

There also should be an explanation of what the Center’s obligations would be if it eventually had to keep personal information. Lastly, the Protector requested that the Public Protector Act also apply to the Center’s branches as provided for in the case of Services Québec.
